On 8 February 2022, the bill No 7030 “On Amendments to Articles 6 and 17 of the Law of Ukraine “On Collection and Accounting of Single Contribution for Compulsory State Social Insurance” No 2464-VI, submitted by the people’s deputies Vadym Ivchenko, Andrii Puziichuk, Mykhailo Volynets, Nataliia Korolevska, Yurii Solod, Serhii Rudyk and Ivan Kyrylenko, was registered in the Verkhovna Rada of Ukraine in order to prevent narrowing of trade union guarantees.
The purpose of the bill No 7030 is to bring the Law No 2464-VI that introduces unreasonable state control over organisation of workers and limits independence of trade unions in accordance with requirements of the national laws and international obligations of Ukraine by cancelling the provisions unreasonably introduced in their turn into it by the Law No 1962-IX regulating... the healthcare (?!).
The situation with both laws shows once again what an absurd thing one can come to if amends a general law (No 2464-VI) by adopting an ordinary law regulating a separate sphere (No 1962-IX). What is that? Evidence of incompetence of our lawmakers or a conscious course to destroy the trade unions?
I am grateful to the people’s deputies, who represent the trade unions in the Verkhovna Rada, the people’s deputies, who registered this bill, and I call all people’s deputies of Ukraine, who are not indifferent to the principles of constitutionality, legality and justice to support with solidarity the bill No 7030!
Volodymyr Sayenko,
FPU Vice-President
